An Evaluation of the Gloucestershire Partnerships for Older People Project (POPP)

There is a growing recognition from central government about the importance of targeted prevention services for older people in terms of their capacity to both foster an improved quality of life and also their capacity to reduce the cost of core services. A wide range of government reports have promoted the importance of this perspective including the Green Paper on Adult Social Care (DH, 2005), the White Paper on Community Services (DH, 2006), the Social Exclusion Unit report on A Sure Start to Later Life (ODPM, 2006) and the inter-departmental strategy review called Opportunity Age (HM Government, 2005).

An extremely important initiative with regard to promoting new preventative approaches has been Partnerships for Older People Projects (POPPs). The successful Gloucestershire bid to POPPs will see just over £2.5 million being spent on seven work-streams (plus the local evaluation) and with over £1.6 million of this being spent on a work-stream which will see the further development of care home support teams.

The UWE evaluation will explore key issues in relation to the POPP. A mixed methodology will be used, based on quantitative performance data, qualitative interviews and economic data. The main output of the local evaluation will be a comprehensive report on the extent to which the Gloucestershire Care Homes POPP has achieved its’ aims across all eight work streams, including an economic appraisal. This will include an analysis of the main barriers and opportunities identified and recommendations for implementing the model across the county and beyond.
